* Clean up the build process.
  - Make separate build-arch/build-indep targets.  The po files will need to
    stay part of build-arch since vim does some processing of them.
  - Separate out when we build xxd so it's not built for every variant.
  - Separate out when the po files are generated so they aren't generated for
    every variant.
